Strange LeapSDK bundle

I've noticed that LeapSDK has 32-bit and 64-bit versions, but Orion Beta V4 requires only 64-bit system to be installed. It's obvious that 32-bit compiled app can run on 64-bit system, but it seems to be useless to run 32-bit compiled app on 32-bit system.
For what purposes does 32-bit version of LeapSDK exist? Is it used for different software besides Orion Beta?

The 64-bit requirement isn't specific to V4, but to virtual reality systems like the Oculus Rift or HTC Vive. You can run other applications without requiring a 64-bit OS.
