Could you uninstall the Leap Motion software and do a fresh installation of V3.2.1 to see if these issues persist?
If so, check the software log and provide a copy so we can see if there's any relevant information
Another thing you can try is stopping the service in Services.msc and try running the service within a command prompt window.
Navigate to c:\Program Files (x86)\Leap Motion\Core Services\ , hold Shift and right click and open a command prompt at that location. Then enter the following:
leapsvc64.exe --run
