If you're talking about interacting with a specific part of a rigidbody, you would have to design the object as a collection of objects for that to work. For instance, a button or slider is an interactive object that may be part of a larger object. Of course if it's a different sort of object (like a mesh that you might stretch or mold), you can just assign different behaviors based on the contact point.
Interaction Engine is not currently available for Unreal.
