Sorry you guys are running into this issue. Could all of you please try downloading and installing the .NET Framework 3.5 from Microsoft's support page here: https://www.microsoft.com/en-us/download/details.aspx?id=2111
Once that finishes, reboot your computer and try installing an app again

No luck. In fact, my Windows computer insists that I need to first install Net 3.5 before I can install this file, which itself is Net 3.5.
My university tech guy has informed me that the problem is likely that the apps are using an older system (Net 3.5 is quite outdated), and that the problem is hopeless until they/you upgrade.
I hope this isn't the case because I spent this money, not them.
I actually ran into this same issue on my computer when I was trying to replicate this issue. The way I was able to resolve it was by rebooting my computer and then updating .NET 3.5 through windows update, which seemed to solve the problem. Could you try checking windows update to see if you are able to get it installed?
