What app are you using specifically? Do you experience the same issue in the diagnostic visualizer?
The App Store was retired in June of last year and the App Home application has been depreciated. Try downloading and running an app from our Gallery at gallery.leapmotion.com to see if the issue persists.
If so, send a copy of your software log from the Leap Motion Control Panel so I can get some additional information.
You need to download an app to enable computer controls. Here's the most popular one on our Gallery: https://gallery.leapmotion.com/mudra-mouse/82
You'll want to downgrade to the V2 software though as there's an issue with background apps on Orion.
If you're on Windows 10 and your controller isn't detected when you downgrade to the V2 software, you'll need to apply the fix outlined in this thread: https://forums.leapmotion.com/t/resolved-windows-10-fall-creators-update-bugfix/6585/2275
The apps themselves need to support Leap Motion unless you wish to use some third party drivers to emulate SteamVR controllers here: https://github.com/peter10110/driver_leap22
The functionality won't be perfect but you should be able to use it

Get the Leap Motion Orion Beta runtimes https://developer.leapmotion.com/get-started14
Install the Visual C++ 2015 Update 2 redistributables (32 and 64 bits) https://www.microsoft.com/en-us/download/details.aspx?id=516827
Download the source and compile it for yourself, or use the files in the "Compiled" folder. Just copy the "leap" folder into the "Steam\steamapps\common\SteamVR\drivers" folder.
Configure the driver's settings in the Steam/config/steamvr.vrsettings file. (the settings are detailed below)
Start the Leap Motion service, then SteamVR. You should be good to go.
I am having the similar issue with the movement of my right hand. I bought the dev version and am using it with SteamVR. I have tied the Visualizer and it seams to have a hard time recognizing the right hand motions. I have been totally disappointed with the results. I am a PC enthusiast and do not mind a little trouble shooting but there are too many beta software's involved to come to any conclusion of where the problem is.
I tried calibrating the device many times and I have a difficult time to get it to 80%.

Could you provide a video of both your hand and your results in the visualizer?
